Yes it will track steps without the app, but when the time changes, the watch won't change time unless you have the app.

At each new day, the tracker resets its stats for the new day. It will do so indefinitely, if charged. What you lose by not connecting it to your device is the ability to track previous day information. So, if you don't care about what activity, sleep, steps, heart rate from previous periods, you should be good to go.
