Does this camera have any noticeable lights at night? Does it flash or blink at all?

No, There are no blinking or flashing light(s) that would be visible to humans or animals, only have IR LED for excellent photos and videos.

How do I turn on the IR light?
A
Simply press the IR Up button and a digital 1 logo will appear in the bottom left corner. Each time you click to increase the gear, you will see a higher brightness, which will be more visible in dark environments.

Wil this work with the Nikon D5500?

I don't see why not, remember that the filter goes on the lens, not on the camera.

Is the aperture control declicked?
A
No. It has clicks in it. I only use this with Nikkor AI-S manual lenses, which are naturally clicked. However, if I remove the lens and just twist the ring on the adapter, it has regular clicks in it, finer than the one stop clicks on the Nikkor lenses I use. I bought my adapter in late Nov-early Dec 2016
