Can this mount a plate 1/4? For GoPro?

sure. it could mount a 1/4 for gopro.

How well does it work with telephoto lenses?
A
I have used it with a canon 70-200 and sigma 150-600. Both have lens rings. The canon 70-200 was handled well with light to no wind. The Sigma had issues. The ball head was not quite strong enough to eliminate drift.

Will it hold canon 5D mark iv with 100-400 Telephoto lens securely?
A
For camera with telephoto zoom lens, you need to buy a tripod mount ring additionally or telephoto lens bracket for better balance)

Will this work on an 82 mm Leica SL lens?
A
This will work on any 82mm lens.

Can I use telephoto lens with this tripod?
A
To hold telephoto lens, it is recommended to use a tripod mount ring additionally for better balance. Meanwhile, it is better to hang some heavy thing to the hook to lower the center of gravity on this tripod to make it more sturdy and less prone to vibrations.
