It is metal.

Why does details say "Material Plastic", whats is "plastic" referring to?
A
The plastic is probably a component inside (adjustment ring slider?). The threads and external build is a metal. I’ve had no issues and I have several in different sizes.

does it have plastic parts?
A
the locks for the legs are plastic, however the quality is very good for what you are paying. My 70D is very stable on it, I would just get a fluid drag head to upgrade it, very nice tripod though.

Are the ball head and the camera plate both made of metal?

Hello, the ball head is made of metal and the plate is made of plastic
